D\u00e9finir le quadro strat\u00e9gique de d\u00e9veloppement territorial du munic\u00edpio. Il s&#8217;agit d&#8217;une r\u00e9f\u00e9rence pour l&#8217;\u00e9laboration des plans municipaux restants (Plan d&#8217;urbanisation et Plan de Pormenor).<\/h4>\n\n\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"has-heading-6-font-size\" style=\"font-weight:400\">Il s&#8217;articule avec des instruments de gestion territoriale nationaux, r\u00e9gionaux ou intercommunaux, int\u00e9grant les conditions d&#8217;am\u00e9nagement qui engagent la commune. Ici sont r\u00e9pertori\u00e9es les zones de r\u00e9serves \u00e9cologiques ou agricoles, les zones prot\u00e9g\u00e9es ou l&#8217;am\u00e9nagement des zones c\u00f4ti\u00e8res.<\/h4>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"has-heading-6-font-size\" style=\"font-weight:700\">Par cons\u00e9quent, les documents suivants font partie du PDM:<\/h4>\n\n\n\n<div style=\"height:17px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul>\n<li><strong>R\u00e9glementation: <\/strong>Composition de l&#8217;\u00e9l\u00e9ment normatif du PDM, qui \u00e9tablit les r\u00e8gles et param\u00e8tres applicables \u00e0 l&#8217;occupation, \u00e0 l&#8217;utilisation et \u00e0 la transformation des terrains, contraignant les entit\u00e9s publiques mais aussi, directement et imm\u00e9diatement, les particuliers.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li><strong>Plan d&#8217;Urbanisme:<\/strong> Repr\u00e9sentation du mod\u00e8le d&#8217;organisation spatiale du territoire municipal.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li><strong>Plan de Conditions:<\/strong> identification des servitudes administratives et des restrictions d&#8217;utilit\u00e9 publique en vigueur qui peuvent constituer des limitations ou des obstacles \u00e0 toute forme sp\u00e9cifique d&#8217;utilisation du sol.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"has-heading-6-font-size\" style=\"font-weight:700\">Les documents suivants accompagnent \u00e9galement le plan directeur municipal:<\/h4>\n\n\n\n<div style=\"height:17px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ul>\n<li><strong>Rapport: <\/strong>Clarification de la strat\u00e9gie et du mod\u00e8le de d\u00e9veloppement local, notamment des objectifs strat\u00e9giques et des options territoriales retenues pour le mod\u00e8le d&#8217;organisation spatiale.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li><strong>Rapport Environnemental: <\/strong>identification, description et \u00e9valuation des \u00e9ventuels effets significatifs sur l&#8217;environnement, r\u00e9sultant de la mise en \u0153uvre du plan et des alternatives raisonnables, en tenant compte des objectifs respectifs et du champ d&#8217;application territorial.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li><strong>Programme d&#8217;Ex\u00e9cution:<\/strong> Contient les dispositions relatives \u00e0 l&#8217;ex\u00e9cution des interventions prioritaires de l&#8217;\u00c9tat et des municipalit\u00e9s, pr\u00e9vues \u00e0 court et moyen terme, et le cadre des interventions de l&#8217;\u00c9tat et des interventions municipales pr\u00e9vues \u00e0 long terme.<\/li>\n<\/ul>\n\n\n\n<ul>\n<li><strong>Plan de financement et base pour la viabilit\u00e9 \u00e9conomique et financi\u00e8re.<\/strong><\/li>\n<\/ul>\n\n\n\n<div style=\"height:20px\"
